Administrative law judge Seymour Wenner urged reducing letter postage from 10 to 8 cents per ounce and increasing rates for air mail magazines newspapers advertising circulars and packages. The recommendation goes to the five member Postal Rate Commission created in 1970 to review all rates. The commission is expected to decide in about two months amid objections from lawmakers.
