American hope in low cost homes to curb communism in Latin America
William F. Luce builds 600 low cost concrete homes for about 640 to 700 dollars each in Guatemala, aiming to halt communism by giving slum residents ownership. The project supports 4,000 people with four year payments and initial down payments of 100 dollars. Alan Carnoy in Mexico City shares the idea. Luce now gets U.S. aid for a Honduras project but little government attention remains.
