Red Bloc Walks Out Arms Talks Break Up
The Soviet Union led a Communist bloc walkout from the 10 nation disarmament conference in Geneva and handed the arms issue to the United Nations for eventual General Assembly discussion next fall. Khrushchev blamed Western powers for deadlocked talks. Eisenhower called the move regrettable and reaffirmed willingness to negotiate. Diplomatic circles cite a Moscow Peiping ideological rift behind the step, with Khrushchev potentially meeting Chou En-lai, and indicate no further disarmament talks until they turn the page.

President Eisenhower said Russia and Communist China forced Japan to cancel his Tokyo visit as part of their effort to block his world tours. He called the U S Japan security pact a signal defeat for the Reds and urged continued use of high level exchanges to strengthen free world solidarity. He noted no further trips planned before leaving office but said he would act if needed and urged a successor to follow suit.
