High court limits public access to jails and prisons
President Carter threatened to veto a sweeping capital gains tax cut, saying it would create a huge windfall for millionaires and barely help the average worker. He argued the cut would add about 82 billion to the deficit and fall mainly to the wealthy. He urged resignation of David Gartner from the CFTC over gifts to his children, noted slow progress on national health insurance, and cited a warmer tone from the Soviet Union on arms talks. A reporters’ fact sheet outlined how different income groups would fare under the plan.
