Postal Commission Recommends 51 Percent Cut In Proposed Hike

The Postal Rate Commission in Washington on Monday urged a 5.5 percent reduction in proposed postage increases. It would keep average mailer costs about the same, cut postcard rates to 6 cents, and trim per piece second class rates to 1.6 cents, saving publishers and the public millions annually. Strong figures from Time Inc and Newsweek criticized the moves as risking magazine viability and information flow. The commission also urged immediate new third class rates and a simplified rate structure for second class.
