Court Rules on Voting Rights Ruling Dimly Shifts County Apportionment
The Supreme Court ruled that federal judges may order new single member districts in county elections, delaying filing deadlines in Hinds County Mississippi. The decision affects up to 39 counties across several states and may prompt similar actions in Bronx, Brooklyn, and Manhattan, New York City. The ruling comes as part of federal Voting Rights Act interpretations and could alter how district lines are drawn before state elections.

Democrats gain hiring edge in Indiana bipartisan plan
In Elwood Indiana Judge Michael Tancey presided as Democrats prepare to fill state jobs under a new merit based plan approved by the 1971 legislature. The program shifts to a 64 ratio favoring Democrats with 40 percent patronage hires in a seven day period and a 60 day window for other agencies. The move, to take effect next month, excludes Republicans from firing to make room for Democrats and requires clearance by the Democratic party organization. Agencies involved include the Bureau of Motor Vehicles and Insurance Department among others.
