Police urge stay at home as four to six inches of snow hits Anderson and Madison County. City streets are slick and icy, with many intersections impassable. Salt supplies are low, crews plow main arteries and focus on hills and the Eisenhower Bridge while awaiting more salt from Ohio. County crews remain idle unless drifting worsens. salt and sand supplies are reported real good. Secondary state roads are snow covered but drivable as crews work through the night. School superintendents around the area prepare for potential closures or delays.

Supreme Court backs Congress pay raises and Panama Canal ruling
The Supreme Court upheld Congress self awarded pay raises and rejected Pressler’s challenge to the 1969-1975 salary increases. It also threw out an appeal challenging the Panama Canal treaties and allowed states to use standardized tests for teacher hiring and pay. The decisions leave in place a cost of living adjustment and test-based hiring in South Carolina. Page 2 continues.

Anderson Clean Air Council weighs funding panel budget
The Anderson Clean Air Council accepted director Jack Hoenstine's resignation effective March 10 and debated using local funding to keep the department operating. With federal funds cut, a sizable increase in pollution permit fees is proposed to meet a 1978 budget of about 50,000 dollars. The plan would raise permits from five to fifteen dollars to eighty for two years, and create monitoring and financial subcommittees with state reporting.
