Nixon energy bill proposes gas line rationing and EPA aims
A Nixon backed bill would slow clean air efforts and authorize gasoline rationing amid the energy crisis from the Arab oil embargo. It would create a Federal Energy Administration and exempt the petroleum industry from antitrust laws temporarily to coordinate octane shortage plans. The measure would run to May 1975 and force auto makers to meet emission standards while allowing power plants to burn high sulfur fuels if cleaner options are unavailable. The committee spent seven days on 55 amendments and debated heavily, with lawmakers noting a storm of amendments from diverse interests.
