Mills Proposes Grants Plan To States And Localities

Washington AP report notes Rep. Wilbur Mills introduced a substitute measure offering up to 53 billion dollars yearly for five years to states and local governments. It aims to avoid earmarking tax yields, provide fixed amounts, and tie funding to Congress review. Funds would follow broad categories with state reliance on own taxes, and distributions set in advance for clarity.
