Saigon Offers Pows Release Move Amid Mongering Pace
Saigon proposed releasing 600 disabled North Vietnamese POWs as a goodwill gesture timed to All Souls Day. Western diplomats view it as propaganda likely to be rejected by Hanoi, which has blocked large returns and insists on conditions. The plan follows a 1971 failed bid for 570 disabled POWs and coincides with Thieu granting amnesty to 496 convicts.
