Mitchell argues operators extend the strike until all companies meet Scranton Convention terms. He says union presidents discuss adopting an aggressive policy and vow to refuse to yield until compliance is achieved.
President Mitchell indicated the public blames the operators for the strike prolongation after the Scranton convention endorsed a ten percent wage advance. Operators demand full ten percent plus a powder rate, with delays until April 1, while Lehigh, Lackawanna, and Wyoming districts show varied acceptance and resistance. Mitchell warned that many companies may post notices and hinted at a possible stance tomorrow in Hazelton as Wyoming miners weigh terms.
Scranton leaders of the local union of mine workers met to weigh an aggressive policy as a general strike nears. A revolt at Mattewan state hospital in Poughkeepsie New York Oct 21 saw six to eight keepers overpowered by about 20 insane patients. Sixteen patients escaped seven remained at large. Keepers were injured. alarm spans the hospital as staff recapture most fugitives and search the surrounding woods. Officials attribute the revolt to cramped quarters.
A barn and seven tons of hay burned near Red Lodge last night in a fire likely arson. Several cows were destroyed and the loss is estimated around $1.20, with no insurance coverage.
Chicago Oct 21 The anti imperialist league issued an address urging support for W J Bryan in the presidential race citing concerns over Porto Rico and the Philippines and warning against imperial government. The list of signatories includes notable figures from Boston Chicago and Washington supporting constitutional government and disapproval of McKinley.
William Stamps Cherry of Chicago arrives in Paris after a four year Congo Free State journey. He explored unknown regions north of the Congo, including the Kittu region, gathered data and photographs, and traveled with Charles H. McClintock until McClintock died of African fever.
Senor Silvela announced the resignations of Senor Gassette and Senor Datu, ministers of agriculture and interior, with other department officials resigning. A cabinet council revealed serious differences, and Silvela offered the entire cabinet’s resignation to the queen regent. The queen received the resignations and a new ministry is not yet formed. Herald predicts difficulties for Silvela in forming a cabinet.
Chicago Oct 21 A B Stevenson back from the eastern tour said democrats will win Indiana and Ohio. He estimated McKinley and Bryan totals by state listing future wins and doubtful states then planned a three day tour of Michigan.
In Manila Oct 21 United States consul Mr Wildman reports rising fear of a general outbreak in Southern China especially Canton. A detachment of the Sixth United States Cavalry and Marines from the battleship Indiana have arrived from China. the consul suggests he may speak on the cause once the campaign ends.

United States instructions enable handling arising questions, with initial meeting to verify credentials of Chinese plenipotentiaries before conference. The funeral for Percy Kennett, killed in Victor Missoula county last Thursday, was held this afternoon at his father in law A M Holters residence. Rev W W Love of St Peter s Episcopal and Rev W N Bloan of First Presbyterian conducted services. Interment followed at Forestvale cemetery. Pallbearers included William Wellie W M Floweree James A Sanders TC Bach T J Crohin and Thomas Martin.
