Washington May 20. Wayne B Wheeler of the Anti Saloon league told the house judiciary committee that a draft of a bomb proof liquor law was impossible. He cited district prohibition clerks earning more in a week through fraudulent withdrawal permits than in two years of salary. He said about 35 000 000 gallons have been withdrawn in the last year, more than a quart per person, mostly for beverage use. Wheeler urged denaturing and medicating liquor to prevent removal until rendered unfit for drinking and presented petitions from doctors opposing any beer allowance under the Volstead law.

The widow of Franklin K. Lane announced that the ashes of the former interior secretary, who died in Rochester, Minnesota, will not be scattered atop El Capitan in Yosemite Valley. The family abandoned the plan, calling it sacrilege despite Lane's wishes.
Washington May 20 figures compiled by Secretary Morrison of the American Federation of Labor show 1,325,061 people unemployed in 210 cities, both union and non union, compared with 1,391,396 in March. City by city tallies include New York about 400,000 and Cleveland 125,000, with several others listed.

Washington May 2 Associated Press reports new regulations allow physicians to prescribe whiskey for medical pur poses with practically no limit. They remove the old cap of 100 prescriptions over 90 days, a change justified by former Attorney General Palmer's opinion that Congress did not delegate broad authority for medical use.
Yellowstone and Gallatin county sheriffs race to claim Al Anderson and Edward Walden, suspects in a stolen car case tied to Billings Bozeman and Butte arrests. Each wants custody after confessions to another theft in Bozeman, with a compromise proposed.
In Williamson Mingo county near the West Virginia Kentucky border martial law was declared by Maj. Ti. Davin acting adjutant general. He met Sheriff A C Vinson and Capt. J R Brockus and sworn in residents as state policemen while the village of Merrimac W Va was fired upon during the day.

The defendant, charged with robbering the Chappell home and theft of 173 cases of liquor owned by Lucille Howard, faced witnesses including Joe D Kelly who identified Bacon and others as participants. Bacon testified for much of the day, as the trial extended into a night session with adjournment delayed due to humorous testimonies.
Alfredo Zayas y Alfonso today became the fourth president of Cuba. He took the oath before a brilliant assemblage at the national palace, ending one of Cuba's bitter political campaigns. Mario Menocal, the retiring president, sailed for Key West on his way to Europe for a vacation. Francisco Carillo also took the oath as vice president.
Secretary of War announced an inquiry into patents filed in the United States by a German citizen assigned to Frederick Krupp. Investigations found that most patents and applications concern fire control devices and other devices with potential military uses. Weeks said progress is underway toward corrective measures in Congress to protect American industries the War Department cares about.
Milwaukee May 20 Nelson A White chief inspector in the federal prohibition office for Wisconsin was arrested on a war warrant charging conspiracy to transport and sell liquor. Aides including Joseph Ray were seized with similar warrants. Bail set at 10000. White is the second top official in Wisconsin city forces arrested within two weeks following Bert Hergog.
Two people, a man and a woman, died when their airplane plunged 2000 feet near the Preakness flying field after it reportedly came out of a loop and banked as the wings failed. Spectators reported the accident to police as the craft fell to the ground.

The body will lie in state then go to Oak Hill cemetery Georgetown for burial with pallbearers including eight surviving Supreme Court justices and political leaders.
