A labor board meeting will review an efficiency system proposed as a substitute for the bonus plan. The committee has prepared the item for discussion as part of the board’s agenda.
In Seattle and Galveston voters approved a 15 percent pay cut for marine workers while San Francisco groups rejected government terms to end the strike. The Marine Engineers Beneficial Association authorized its executive committee to press counter proposals as unions coast to coast vote on labor settlement terms. The vote results will be reviewed with Secretary Davis in Washington.
Naval investigation into conditions in the Republic is described as a joke. Rear Admiral Knapp is accused of inaction as tensions rise with Polish authorities threatening action to quell insurrection and terror.
Haitian delegates arrive in Washington to present a memorial accusing the United States of brutal acts in Haiti and demanding withdrawal. They label the naval probe a joke and document 25 named crimes including water cure abuses, funds looting, and forcible dissolution of the Haitian legislature in 1917 to push a new constitution in 1918.
Dublin reports weekend disturbances across Ireland with two constables killed and two sergeants wounded. A Jesuit church stampede in Gardiner Street injured several and victims were hospitalized. Attacks used bombs rifles and machine guns in Dublin and barracks. Cork and Kerry saw reprisals destroying homes in Clonmuir Castle Martyr and Kilmakehcil, in retaliation for anti police attacks. A two hour engagement near Knappagh Mountain in County Cavan followed an ambush by Crown forces and guerrilla forces.
The Associated Press reports Bishop Merriman Colbert Harris died at Aoyama College in Tokyo. Born 1846 in Ballsville Ohio, he served in the Civil War, joined the Pittsburg conference, went to Japan in 1873, was elected bishop of Japan and Korea in 1904, retired in 1916, and became bishop emeritus.
Montana fish and game commissioners in Billings appointed A Jakways as game warden with 24 deputies for six months to enforce laws. The state was divided into five districts with each commissioner supervising his district. Deputies named include Frank Upham, F E Pilling, Charles Mason, A T Holmes, and others. one vacancy remained in District 5 to be filled later.
Police battle with Paris Reds during three day Orleans siege lifting celebration. Fourteen police and 23 communists wounded in hand to hand fighting and missiles. Cathedrals held services while Orleans delivered Joan of Arc war banner. American cruiser Chattanooga and two destroyers joined naval salute at Cherbourg.
San Francisco report states Olympic club athlete Louis R. Ardouin restrained a burglar, William E. Anderson, in his home last month. Ardouin said he used a wrestling hold until police arrived, and Anderson, 50, died from strangulation during the struggle without any weapons found.
A man, unnamed, was held by police after a Missouri Pacific passenger train wreck near Altmont Arkansas around midnight. Fireman Joe Slocum died and four trainmen were injured. Officials said a switch was opened, lights out, and a newspaper wrapped around the lamp.
In Warsaw on May 6 the Polish cabinet rejected the insurgent push led by Adelbert Korfanty and urged Silesians to drop arms and return to work. About 20,000 armed workers from the Dombrowa-Sosnowice district were turned back at the frontier. Heavy fighting continued in Rybnik and Friederichshuette with over 150 Polish dead and many wounded. German casualties were heavier.
A Moscow dispatch reports quelling of the Tambov revolutionary movement led by General Antonoff, a former Bolshevik commander. The dispatch says Antonoff escaped, many bandits were killed, including the main staff, as authorities destroy the rebel force.
In Rome and other cities, fascists and communists clash with heavy casualties. Reports say six killed and forty wounded as factions clash at labor headquarters in Citta della, where fascists attacked following a communist assault. arrests followed.
A copper tablet honoring parish mothers and World War I servicemen was unveiled at St Patrick’s church Butte with Bishop J P Carroll in attendance. The ceremony featured a dedicatory sermon, a blessing of the tablet revealed beneath an American flag, and prayers by Father Venus and other clergy.
Berlin reports Germany has concluded a preliminary trade agreement with Soviet Russia. The pact became effective May 6 and will remain in force until a commercial treaty is completed. Either party may terminate with three months notice.
Berlin May reports say Dr Wilhelm Mayer German ambassador to France refused President Ebert’s invitation to form a cabinet. Mayer emphasized signaling willingness to sign and urged Reichstag leaders to accept the treaty, hoping for an emergency coalition nucleus while delaying final commitment.
San Francisco May 5 two men named Costley and Floyd Ramp alleged I W W leaders were arrested as police broke up an I W W meeting in the Pacific states They were charged with violating the criminal syndicalism law and held for federal investigation Police say Costley addressed the meeting and urged contributions before the disruption
King George names Crown Prince Hirohito an honorary general in the British army. Preparations and entertainments were held at Spithead aboard the Queen Elisabeth as the prince arrived for a stay in England before heading to France at month end.

President Harding’s message to Prime Minister Lloyd George signals U S leadership on readjustments postwar, while abstaining from European affairs.
