Washington April 20 A war revenue measure aims to raise at least 1.5 billion dollars via direct taxes next year. The draft bill reduces exemptions and adds higher rates on income, excess profits, liquor and tobacco, plus new taxes on autos and soft drinks. Opposition from Fordney and Kitchin argues for non direct taxes. secrecy safeguards cap the measure and limit access to the draft.
A torpedoed ship reports the loss of its commander and crew with authorities contending for broader control of food supply and a sweeping taxation plan. Harden pursues actions to seize German vessels as part of a wider wartime effort.

Washington April 30. The army draft bill passed Saturday by both houses will be taken up again in the Senate tomorrow to clear the legislative tangle delaying conference. Senate action may see amendments offered by La Follette and others. Chairman Chamberlain set a late recess to push the measure through, though some senators argued it could wait a day or two.
The Hamilton club of Chicago will launch a country wide drive tomorrow to save all available potatoes for spring planting. Hotels restaurants clubs boards and civic groups will be asked to assist as a patriotic duty. The club has cut potatoes from its menu through the planting season.
Representative Kahn of California proposed a bill to authorize organizing 10 or more regiments of Indian cavalry. The plan envisions deployment on the Mexican border as part of the military draft bill debate in Washington on April 30.
Ottawa Ontario April 30 G H Muir Idaho Falls was listed among those killed in action today by the Canadian casualty list.

An American armed steamer Vacuum was sunk by a German submarine off the coast of Ireland. The American naval lieutenant nine crewmen and the ship’s captain are missing or drowned. Details are scant and it is unclear if a torpedo or mine caused the blast. One other American ship the Aztec was known to be lost on April 1.
London reports an oil tank steamer sunk with the captain and naval lieutenant missing. A boat saved the master and crew, while 17 American naval gunners were landed. The Vacuum submarine was sunk on Saturday during the voyage to the United States.
New York April 30. The American steamer Vacuum commanded by Harris left New York March 30 for Birkenhead, England with 34 aboard including nine natives. Formerly Beyanon owned by Yacham Oil Co California, built 1912, converted tanker. Message from agents abroad: Vacuum torpedoed 28th, 140 miles west of Barra, No. 1 U boat. captain and others missing. Lifeboat No. 2 saved chief officer Simpson and crew members.
AP reports a French offensive east of Rheimus on a four mile front from Beine to east of Mont Camillet. They captured German trenches and advanced 800 to 1000 yards, with another thrust northeast of Mont Haut around Moronvilliers road. Artillery duels remain violent as battles continue along St Quentin to Oise and Chemin-Des-Dames.
