Washington March 13 The house held up legislation to base draft apportionment on class one numbers rather than state population. A minority report and Dent’s statement delayed action while Crowder urged swift passage in the senate and the bill to register younger men. The house already filed a favorable majority report on the apportionment bill.
The report says eighteen British merchant ships were destroyed by mines or submarines in the past week, marking a third consecutive week with such losses. Most vessels were over 1,600 tons, with a mix of larger and smaller ships reported.

Naples reports a dirigible air raid over the city on Monday. Bombs fell along Via Roma and Corso Vittorio Emanuele and at the Little Sisters of the Poor asylum, causing seven deaths and fourteen injuries. The civilians suffered as bombs exploded and sixteen were killed nationwide and forty wounded.
