Associated Press reports Germany’s Russian advance shows slowing momentum with indications of a Berlin backed halt. Petrograd dispatches claim German orders to stop advance and possible armistice talks. Russian forces and Cossacks may be moving to bolster the front.
London reports February casualty totals at 18 981 with officers 183 men 2018 killed or died of wounds and 14298 wounded or missing. This contrasts with January 73 017 and November 129 059 during major Cambrai front fighting.
Amsterdam reports Philipp Scheidemann, a socialist, sharply criticizes Kaiser Wilhelm II’s reply to Hamburg’s burgomaster, warning against peace terms and the danger of a world revolution. He notes opposition among Germans, cites Wilson’s four principles, and calls the annexationist faction in Germany marginal.
The American artillery today destroyed a German mine throwing position. A stray shell hit an American ammunition train, killing two and wounding four soldiers. A town behind the lines was shelled, one soldier killed and five wounded. Gas casualties rose by twenty, totaling fifty.
Washington on February 28 announced orders for the commandeering of all crude and refined platinum held by importers, robbers, and wholesalers for war purposes.

In Washington on February 28 four American soldiers were sentenced to death for sleeping on sentry posts in first line trenches. Pershing referred the cases to the War Department for review, citing extraordinary wartime fatigue but noting this is the first such incident in American forces since arriving in France. Wilson’s eventual ruling remains uncertain.
Washington reports list several American troops with fatal and serious injuries in France. Names include Private Henry Y. Jubala of Gladstone Michigan in an automobile accident and Private Ralph Hurd of Lowell Massachusetts with a fractured skull.
Washington February 28 John J McGee former chairman of the Emergency Fleet Corporation labor board arrives with a plan to President Wilson that would have shipbuilding labor take charge of turning out 5,000,000 tons of wooden shipping in the next year He will speak for the Brotherhood of Carpenters and Joiners and the American Federation of Labor indicating strong union backing for the proposal.
An earthquake was felt across the Yakima valley at 3 15 this afternoon. The shock lasted a moment but rattled dishes and frightened animals. No damage was reported.
Amsterdam February 28 The central powers signal readiness to conclude peace with Romania and communicate terms to King Ferdinand I via Count Czernin. The king seeks a short period to consider the proposal. Terms reportedly include cession of Dobrudja to Bulgaria and economic preferences for Germany and Austria in Romania.
