London reports Allied forces merging with Indian Sikhs and Welsh Fusiliers to relieve besieged positions near Tien Tsin. Dispatches warn of a gloom over Pekin and legation safety while forces from Britain, Germany, Russia, and Japan prepare for extended action and winter provisioning.

The first convention of Colorado railroad employees met with six organizations represented: telegraphers engineers conductors switchmen firemen and trainmen. Resolutions condemned Congress for not publishing testimony from the Coeur d Alene investigation and urged forming a national body to influence congressional and state legislative representation.

Kinyoun says order barred only out of state travel. transport firms report refusals for Chinese lacking health certificates. Case held before Judges Morrow and De Haven, postponed to tomorrow.
In Leavenworth Kansas another bid to rehear the Carter case is planned. Attorneys from New York and Carter’s uncle, a wealthy visitor, will seek to bring Carter before a civil court on a writ of habeas corpus. The uncle said he would return with two top New York lawyers.
The Railway and Navigation company announces a fare rise starting July 1 in Oregon and Washington. A one cent per mile passenger charge will be implemented on applicable lines.
