The Montana Supreme Court upholds a city council action to place 20 police on an unpaid eligible list for recall, ruling the council can retire officers for economical reasons under the metropolitan police law. It finds no vacancy created in jailer or related offices and affirms the lower court's restoration of Breen status pending merits review.
