Soviet negotiators indicate willingness to meet with Allies or attend a conference as part of discussions. They demand surrender of the anti Bolshevist commander in the south under assurances of safe conduct.
London July 26 The Soviet government signals willingness to meet leading allies for a peace conference in London as a precondition demands the surrender of General Wrangel with personal safety guarantees The Daily Mail notes the Soviet also agrees to an armistice in Poland and questions Britain’s move to halt trade talks with Russia.
In Pendleton Oregon Sheriff T D Taylor was fatally shot when seven prisoners attempted escape from Umatilla County Jail. Six escaped after overpowering Deputy Jake Marin. Taylor died at 6 10 pm from an internal hemorrhage. Five suspects named include Neil Hart Jim Owens Jack Hatchie Albert Lindgren Richard Patterson and Lewis Anderson.
French troops resumed a march toward Damascus following an assault on a detachment near Homs and Tripoli by forces under Prince Feisal after he accepted a Gouarud ultimatum. French troops claim to have dispersed Feisal's units between El Bika and Damascus and expect to enter Damascus soon.
Frank Haney of Salmon Idaho, a cattleman, was swindled out of 110 dollars by a man claiming to be a Spokane stockman with two carloads of Herefords. The stranger could not cash a 760 dollar check and left with Haney while promising to return, then disappeared at the Missoula freight depot. Haney reported the fraud to police after the man vanished.
In Bombay on July 25 a major fire destroyed about two thousand cloth shops in the city center and India's largest cloth market. The loss is estimated at 30 million rupees, about 10 million dollars, with no reported casualties. The cause remains unknown.

Sir Edward Carson is quoted threatening to destroy the British government if it negotiates with Sinn Feiners to grant Ireland dominion home rule. Labor’s plan to pacify Ireland through dominion home rule is discussed, with Lloyd George saying talks require credible authority and that peace moves must be quick.
Billings July 25 Members of the house committee on appropriations with the Yellowstone Irrigation association and Spokane businessmen praised expanding dry land under cultivation. A Western interior secretary resolution was sent to presidential nominees. A Northwestern Reclamation association call was advanced for a Spokane Sept 16 17 meeting with signatures to governors and lawmakers. Jerome Locke urged a Yellowstone river dam eight feet high to avert 1 000 000 in flood damages and irrigate 500 000 to 700 000 acres. The panel toured the Huntley project today.
Cork, July 25. Police Sergeant Mulhern, chief of West Cork intelligence, is shot dead at a Brandon church as mass begins. Two masked assailants fired from the porch at arm’s length, escaping after the killing. Mulhern died instantly while making the sign of the cross.
Carrie Chapman Catt announced that pledges from suffrage leaders will assure ratification of the federal amendment by Tennessee’s special session called for Aug. 9. Governor Roberts indicated he will convene the legislature on that date in Nashville.
Secretary of the Navy Josephus Daniels and Secretary of the Interior John Barton Payne arrived in Helena tonight en route to the Gallatin valley and Yellowstone park. They are accompanied by Senator T. J. Walsh and State Senator B. C. White to confer on a park project and related plans.
Washington July 25 government income for the fiscal year ending June 30 topped expenses for the first time in three years. Secretary Houston announced a reduction of gross debt by 1.185 billion and predicted further significant cuts over the coming 12 months.
Sandy Hook New Jersey July 25 Resolute and Shamrock LV prepared for the final America's Cup race tomorrow. The American yacht hoisted a new mainsail and outer jib, sailing about the bay in an eight knot northwest breeze. Crews rested as the boats awaited the 15 mile windward or leeward contest.

Montana enjoys ample Wyoming output, easing intermountain needs as California Oregon and Washington face rationing and potential card systems. Los Angeles bars exports to protect domestic supply, with statewide proposals under review and continued reports of restrictions in Oregon and Washington.
Portland residents face a tight fuel market with shortages as prices vary sharply from 25 to 40 cents a gallon. Standard Oil and a smaller rival dominate pricing, signaling limited supply and rising costs for drivers.
In Los Angeles on July 25 the gasoline market improved after three weeks of tight supply. Independent stations suffered most while Standard and Union kept some supply for charge customers. Prices ranged from 26 to 33 cents with reports of profiteering at a dollar per gallon being prosecuted. Large shipments from Texas and Oklahoma by Standard and Union expect to relieve the shortage.
San Francisco reports persistent gasoline shortage with little change in market conditions. Shell raises retail price to 27 cents per gallon while others sell at 23 1/4 cents in small quantities for pleasure cars. Standard and associated oil companies say higher consumption, not limited production, drives the shortage.
In Seattle on July 24 the gasoline supply is strained by a tank car shortage from Wyoming and a California shortfall. Residents wait in line for two to five gallons while essential industries receive full service. Prices: Standard and Union gas at 24 1/4 cents and Shell rising to 29 cents after a 3 cent increase.
Berlin July 25 The German government proclaims an ordinance barring export and transit of arms munitions explosives or other war materials to Poland or Russia The proclamation notes Germany bears rights under international law and that these rights are unaffected by the peace treaty.
Wilmington July 26 police chief orders more regular church attendance. Half the force to have Sunday leave to attend services with optional morning or evening times.
Universal Service reports ten wars across Europe and Near East in the second Versailles year. About 4 million soldiers are mobilized, with Ireland and Jugo Slavia among the fiercest clashes. Other hotspots include Bulgaria Albania Turkey Caucasus Syria India and Egypt, each with varying forces and conflicts.
