Chinese dispatches indicate Wen Jui plans escort for all foreign ministers to Tientsin to persuade military actions to stop. Rumors swirl of Li Hongzhang negotiations, possible indemnities, and allied mediation as Indian and Russian troops crowd into Hong Kong and Canton remains unsettled.
Berlin reports express disbelief in Chinese assurances that Pekin legations remain safe. German officials seek indubitable proof of communication with Beijing while noting Japan will cooperate with the powers. A push for a Yangtse naval presence is urged to protect German interests in Shanghai and Hankow.
A Chefoo dispatch reports American troops with English fusiliers making a brilliant dash on a Chinese fort at Tientsin. Eight large modern guns were captured along with carts and accessories. The allied force routed the Chinese without any casualties and the enemy retreated toward Pekin.
Nagasaki, San Francisco July 23. Transport officials announced Hancock will sail for Nagasaki direct on July 2 with 500 marines and four batteries of the 3d artillery. Strathgyre to sail Aug 7 with 7 horses of the 5th cavalry, Aztec to leave Aug 5 with 480 horses of the 1st cavalry. Stores from the Hancock being removed. Meade to sail Aug 1 for Manila.
From Taku dated June 18, admiralty reports forts at Taku to be taken. Five gunboats and several international ships faced Chinese resistance as Chinese troops moved up river by night and landed to assault the forts from the rear. British destroyers engaged torpedo depot and forts under moonlit skies.
San Francisco July 21 A detailed Seymour report on the Pekin relief expedition finds no evidence for sensational claims that the admiral killed wounded. It emphasizes bravery in guarding the wounded, rapid river evacuation by flatboat, and heavy fighting at Langfang Benting and Yongsong with multiple casualties and disrupted lines of supply before retreat to Tientsin.
New York July 23. Governor's Island ferry entrance recalls troops departing for the south at the outbreak of the Spanish war. Three infantry companies I K and II are ordered to leave Governor's Island tomorrow for San Francisco. The soldiers believe.
The United States signals willingness to mediate China’s Sino‑foreign dispute if Beijing meets conditions. The administration quotes Hay principles, seeks relief for foreigners, and will publish the Chinese appeal and U S answer tomorrow. Officials weigh authenticity of the Conger message while pursuing talks through Minister Wu.

Washington July 23. Orders not yet issued but general belief says Brigadier General Fred Grant U S S W and Adjutant General Thomas Barry are selected for assignment. With Brigadier General James t Wilson already announced, Major General A K Chaffee will command three generals to assist in China. General Grant currently serves with troops in the Philippines near Manila.
General Barry travels aboard the Sumner, departing San Francisco on the 17th for Nagasaki to report to General MacArthur in Manila as chief of staff. General Wilson, senior brigade commander, heads toward the Orient, planning a westward route via San Francisco and a later arrival in China than the other brigade commanders.
Washington reports the state department has not named a commander for the international reef column heading to Pekin at month end. Dispatches name Dragomiroff Linovich or possibly Nodzu by seniority as potential leaders, though officials have not confirmed any choice.
Patrick Gallagher who killed Carney in Martina Missoula county in 1893 and was convicted of second degree murder to 37 years, was pardoned by the state board of pardons. The pardon followed an affidavit by Mrs Prendergrass claiming Carney threatened Gallagher day of the killing.
Miss Caroline E Keyes pleaded guilty in Marylebone police court to stealing a gold watch a bracelet a hair brush and clothing totalling £22 from Norfolk Man or hotel roomers. She claimed she was an American delegate to the world Christian Endeavor convention but the magistrate found no connection to the organization.
Seattle reports a July 1 rush to Glacier Bay placer diggings near Juneau with about 200 prospectors traveling from Juneau. Locals doubt if this is a new discovery, suggesting possible earlier Russian workings, but the finds are viewed as highly promising with gold in the bay mouths.
Washington July 2 Judge Hughes of San Diego California is critically ill at Garfield hospital after visiting Leesburg Virginia. He was brought to the city for treatment and has been unconscious much of the time since admission on the 2nd. A son is at his bedside.
Governor Roosevelt spoke on Americanism at the Jewish Chatauqua summer session in Atlantic City New Jersey. The talk was delivered in the large auditorium on the steel pier and was followed by a handshake with many attendees. He returned to New York tonight.
The Kumassi relief column arrived from Kumassi on July 17 bringing the old garrison and civilians in a pitiful state. Colonel Willcocks used a western route to outflank Ashanti forces, charging on bayonet through heavy mud and bush. Casualties included two officers wounded, two natives killed and 17 wounded.
London dispatch reports Colonel Willcocks describing Kumassi on July 15 as a scene of horror and desolation with burned houses and putrid bodies. He says native troops were weakened but British officers thanked God for relief, noting allied forces would have faced an end in a few days. Willcocks left the garrison well supplied with food and ammunition.
Washington July 23. Admiral Dewey called a purported interview in April 1598 a tissue of falsehoods. He said he never promised independence to the Filipinos, did not utter the statements attributed, and noted he was addressed as admiral though he was a commodore. He argued the Philippines and Cuba require stable governments before any withdrawal.
Union motor men push the Dallas Consolidated Street railway strike with backing from all organized labor in Dallas. W. D. Mahos of Detroit, president of the Amalgamated Association of Street Car Employees, arrives to lead. The Dallas Typographical union has fined members who ride streetcars.
Jerome Kirby of Dallas will be nominated for governor by the populist state convention at Waco Thursday. The convention plans a strictly middle-of-the-road platform and fusion prospects. A full state ticket is expected to be named.
