Treaty Extradition Discussed By Senate
The New York Sun reports Senate debate on a defense of extradition terms with Portugal allowing extradition of American murderers. Critics argue the treaty could bypass local laws and capital punishment standards, while supporters say it aligns with international norms and helps curb crime across borders.
Extradition Treaty Excludes Capital Punishment Offenses
The text discusses how the extraditable offenses exclude those carrying capital punishment. It notes Portugal’s abolition of the death penalty and assurances that no person delivered to the United States will face death. An exchange of notes on May 7 between Secretary Root and Viscount d'Almeida formed part of the treaty, with the Senate ratification referencing that death penalties would not be imposed where not allowed by the jurisdiction.
