Elihu Root calls for relief from autocratic power and a return to a republic of free people. The proposals emphasize limiting executive authority and restoring constitutional balance.
Elihu Root presents key planks for November campaign including decentralization of executive power, ratification of the peace treaty with senate amendments, reform of the League covenant, a streamlined budget, labor control measures, tariff revision, Americanization efforts, universal military training, and the removal of bolshevist sympathizers from public office. Morris Hillquit told the New York legislature that the United States government would pass peacefully to the socialist party as it enrolls the working class. He warned that violence could occur if the profiteering class resists substantial reforms by legal means. Hillquit testified at the investigation of five suspended socialist assemblymen, denying plans for nonlegislative action and stressing peaceful parliamentary methods.
Hill quits in Assemblymen's trial and says change will be peaceful unless a rich minority tries dirty work. The report notes speculation on how the state government may shift, with leaders warning against violence and urging orderly conduct.

Washington February 19 The departments of commerce report that U S wheat exports for 1919 totaled 148,086,470 bushels, above 1918 by 36,000,000 plus. value increased by over 96 million dollars as America aided war-stricken Europe.
Washington February 198. American trade with the world is endangered by the appropriation committee’s reduction of foreign trade estimates for the department of commerce from 1 658 000 to 490 000 Secretary Alexander declared today this is the most serious internal blow to foreign trade. He warned rivals such as Europe and Japan will outpace the United States as they expand trade machinery and defend exchange rates. He argued the bill would withdraw government support from American manufacturers and weaken the merchant marine. He stated foreign markets will multiply returns on government spending.
A machine struck a little girl on East Park causing it to swerve onto the sidewalk. The vehicle uprooted a tire plug and hit a telephone pole. Water flooded the street and nearby basements before authorities cut the supply.
A car driven by Mike Gettson struck 7 year old Jeanette Latoup near Park and Covert streets, crushing her and breaking a water hydrant. Water gushed for half an hour, halting laundry and shops as emergency crews treated the girl and Gettson faced reckless driving charges.

Walsh described a missing rail piece and Furlong was taken home then to hospital. The case prompts sheriff inquiry with complex timeline.
Paris reports in The Hague that moving former Emperor William to Curacao off Venezuela is viewed more favorably than taking him to Dutch East Indies. The Matin notes the suggestion gains support in some quarters as of February 19.

Mike Costello attacked Mrs. Quinn Leary and her son Emmett at the Leary residence in Butte around 1 40 this morning. Emmett, defending his mother, fired a 32 caliber pistol but Costello overpowered them leading to a fatal wound to Costello’s brain. The assailant had been drinking heavily and was staying as a roomer at the Leary home on Hast Gagean Street.
