Members travel to Helena for the special session called by Governor Stewart to pass laws securing state finances and boundary revisions. No effort will be made to fill vacancies in the houses, and the governor expects to present his message after organizational roll call. A joint Senate-House committee will hear his proposals.
Madrid reports the fish steamer Ceferino of Aviles, 2617 tons, sunk by a submarine near Ferro island in the Canaries. All crew members were saved and towed to La Estaca. Ceferino is the third Spanish steamer sunk within three weeks, following Sebastian Pro and another vessel.
By the Associated Press the American Army in France reports the quietest day since U S troops entered the sector. Rain and low visibility limited artillery activity and the entire front remains a mud filled area with trenches damaged by the wet conditions. No American casualties were reported today.
Washington forecast shows cloudy and much colder conditions on Thursday as a cold wave moves east of the divide. General outlook remains fair with continued cold temperatures across Montana and surrounding regions.
Washington reports 1917 US Britain ship tonnage greatly affected by submarines with United States output around 1 001 223 tons and total 2 064 697 tons. 1918 projections vary, with estimates from 2 500 000 tons to over 3 000 000 as shipping programs accelerate and officials foresee submarine threat diminishing by mid 1918.
AP report from February 12 estimates German front line and nearby reserves total 175 divisions in France, with about 2.84 million troops possible if all units are in place. Authorities note wide variance in numbers and potential for further divisions behind lines.
Feb 13 reports from Hicks Field say Lieut Wray and Cadet Porter were killed when their plane fell during gunnery practice. Sir Cecil Spring-Rice former British ambassador to the United States died this morning at Government House Ottawa of heart failure. Lady Spring-Rice and his son and daughter Hetty and Anthony were with him. He died peacefully in his sleep.
In Fairmont Minnesota on February 1 Albert R Allen, recently returned from Lakefield where he aided prosecution of Joseph Gilbert, NPL manager, was sentenced to three months in jail for defying orders. Sheriff W S Casver of Marin County was instructed to prevent a league meeting planned for Triumph on February 15 and all other league meetings attempted in this coup.
Salt Lake City February 13 Miss Augusta Minnie Deckman fiance of interned enemy alien was arrested at the federal censor office war prison headquarters at Fort Donner. Officials say Deckman attempted to smuggle money to aid the escape of a prisoner. The note mentions funds to aid Seybold’s escape. In Lamon Utah, February 12 British merchantmen losses reported by Admiralty include nineteen ships sunk by mine or submarine in the past week. Three fishing craft lost. In Seattle police raid a soft drink establishment, officers spared movable valuables.
London February 18 Andrew Bonar Law chancellor of the exchequer defends the administration's home policy and food production record. He cites 1917 gains in national service employment cereals and shipping, and argues allies benefited from Britain’s wartime support while America’s entry shifted tonnage. He reiterates support for the wartime cabinet and urges Commons to grant confidence as the best path forward.
Windy Hays of Indiana elected chairman of the Republican National Committee at a Chicago meeting. The body pledged support to the Wilson administration and Roosevelt, while suffragists Abby Scott Baker and Rosette Lowe Whitney pressed for a federal amendment pledge. The session adjourned in harmony with no factional divisions. Fred W. Upham elected national treasurer amid a vote of 34 to 12. Page Three.
Paris reports a major French raid southwest of Butte Mesnil. German positions were penetrated to the third line, with numerous defenses and shelters destroyed in the operation.
Lord Robert Coe told the House of Commons that Ireland shows strong interest in a league of nations and he has drafted a scheme. Herbert Samuel criticized government handling of home affairs and shipping, noting food production and meat shortages amid wartime finance concerns.
M Mornet denounces Bolo Pacha case as treasonous and calls for death sentences. He claims German intrigue involves prominent figures across many countries and suggests the affair marks the first chapter of deeper plots against France. He warns allies faces grave danger and urges resolve in the world struggle for liberty.
