Proposal to Open European Markets via War Finance Corp

Washington today heard J R Howard president of the American Farm Bureau federation outline a plan to open markets in Russia Germany and other nations for American farm products through securities handled by the War Finance Corporation. The scheme would extend credits backed by those nations securities either by selling to investors or by debentures while avoiding Treasury guarantees. Howard urged priority credit rights for Germany under the Versailles framework with allied consent. The Federal Reserve Board suggested authorizing federal land banks to issue direct credit to the public for agriculture and allowing Treasury deposits for debentures. A similar bill by Senator Tuittsock of Nebraska was noted.
