Cuban election delayed to remedy board abuses
Fidel Pirerra, ally of Gen Bartolome Masso, asks Secretary of War to defer Cuba’s election to Jan 31, 1903. He alleges the central board of canvassers is biased, loaded with candidates for office, and issuing instructions that alter election law. He cites illegal acts to deprive Masso of rights and create an unfair vote.
