The opening session of the house featured floral tributes and a formal reading of the president’s message. Death notices for Daly, Hoffecker, Davis, and Gear prompted adjournment for memorial observances, as members took oaths and discussed procedural matters.
Representative Littlefield of Maine on the judiciary committee reported a favorable view of the conspiracy bill. It would strike out an exception for combination trades from the Sherman act and remove coverage of threats to injunctions or property and tax cases, while preserving limits on injunction conspiracies.
Washington December 3 The first bill of the session was introduced by Representative Crumpacker to apportion representatives in Congress under the last census. It calls for 265 members with Arkansas Colorado California Connecticut Florida Illinois among the states gaining one seat each.
Special Dispatch from Washington reports Representative Shafroth introduced a bill to construct reservoirs in arid land states and dispose of reclaimed lands. It requires Geological Survey surveys of four sites per state and cost estimates, with the secretary empowered to withdraw lands at high water mark and adjacent strips for irrigation. If practicable, contracts may be let up to one million dollars per arid state and a total irrigation appropriation of one million dollars.
A Democratic caucus in the House met to discuss the army bill proposed by Secretary Root. Debate centered on extending current army law for two years or shortening to one year, with opposition to the war department’s reorganization plan. no action was taken and the caucus adjourned.
A House resolution sponsored by Representative Fitzgerald of Mississippi expresses sympathy for Paul Kruger's efforts to secure aid from civilized nations to obtain peace and favorable settlement terms between Great Britain and the Boer republics. The Senate swore in William B. Dillingham to fill the unexpired term of Justin Morrill and formed two bipartisan committees to draft resolutions of respect for the departed. A lengthy reading of the president's message followed before memorials were offered for Senators Gear and Davis, with tributes from Senator Allison and Minnesota's Senator Nelson. Washington December 3 The Republican Senatorial Committee orders the ship subsidy bill to displace the Spooner Philippine bill as unfinished business. The Hay Bunce Forte treaty will be alternately considered with the shipping bill with executive sessions if needed. Senator Frye will push the move to take up the bill. Senator Lodge handles the treaty agenda.
Manila December 3 Sunday in Vigan drew large crowds as about twenty two hundred natives, mostly bolomen, swore allegiance to the United States. One thousand two hundred had previously surrendered. General Young spoke and a priest urged duty. Rebels have diminished near Santa Maria due to McKinley’s re election, troops arrival, strict war measures and prisoner deportations.
Four men and a boy die in a boiler house blast at the Chicago and North Western railroad. Unidentified victims include a 40 year old man, a 27 year old man, a named possible Scriner, and an 18 year old boy. Several others injured, trains halted, and property loss estimated at $100,000.
Secretary Root's Cuba and Philippine report calls for a bond issue or a loan to build an insular railroad, with an insular dollar redeemable in gold at 50 cents. It notes education gains, prison reforms, hospital improvements, and growing revenues in Cuba, while highlighting governance steps in Porto Rico and Alaska.
Attorney General Griggs submitted his annual report to Congress detailing court work and finances. Highlights include 370 appellate cases decided, 371 disposed of, and 303 pending. 11,778 criminal prosecutions terminated with 1,987 peculations and 6,275 under revenue laws.

The state board of education met in Helena in a semi annual session with all members present except N W McConnell. Reports from the agricultural college the state normal school and the state university were read and referred to committees. The normal school asked to issue additional bonds for quarters expansion. The university report showed growth and recommended ending deficiency appropriations and sought $100000 in bonds for a museum hall a larger gym and other improvements.
The state board of Stock commissioners met in Helena for its annual session. Little information was released for publication as the meeting produced few disclosed actions.
The board approved changes in stock laws to be sent to the next legislature and unanimously urged Governor elect Toole to reappoint Dr. M. E. Knowles as state veterinarian. Reports show 60 horse fatalities from glanders and 295 quarantined. 381 cattle tested for tuberculosis with 30 positive and destroyed, while quarantined cattle were released after testing. Vaccination against blackleg increased and about 14,000 cattle dipped for scab. Montana horses faced a fatal malarial disease called Montana horse. cases of human glanders occurred in Park county, likely from animal contact. Health certificates issued: horses 1,570, cattle 7,552, sheep 33,700.
In East Dallas a man identified as Pat Bain was tortured and burned alive after being drugged in a lounge. Police say two night watchmen, Eugene Faulkner and Ed Chapman, refused to help as Bain died after being set aflame. A mob demanded the suspects, who were moved to Fort Worth amid rising anger.
The national convention of the W C T U opened in Washington with about 500 delegates from all states and territories including five colored unions. President Mrs Lillian M N Stevens gave the annual address as reports on membership and finances were presented. The event featured a large audience at the evening welcome night and a procession of children in white with flags.
Helena December 3 The state board of canvassers could not proceed with the statewide vote tally due to missing official returns from Beaverhead county. The board adjourned and wired the Beaverhead county clerk to forward the returns forthwith.
St. Petersburg reports Russia has created several new consulates in Persia expanding presence abroad as part of diplomatic expansion.
Great Falls reports Mrs. Edwards, widow Louis Edwards, arrested in Minot after arriving by train. She says she will not return until consulting an attorney. An autopsy is underway with organ analysis to follow, delaying cause of death. Domestic strife and jealousy noted. Edwards' father asks embalming and shipment of the body to Rockbridge Illinois.
Governor Smith commutes Peter Woods life sentence for second degree murder to 20 years in the state prison. Woods, a Northern Pacific section hand at Bedford Jefferson County, killed a man named Short on Sept 18, 1891 after a confrontation. Prosecution notes and jurors backed sentence reduction. Woods had no proper lawyer at trial and did not receive adequate defense. The governor’s action awaits state board of pardons approval, with possible release in February 1903.
Mrs Grace Robinson was released after being arrested on a fugitive charge from Libby Montana. She claimed she married LT Robinson for stock gifts after meeting through a friend, receiving mining shares worth 25000 dollars as a bridal gift. She says the marriage lasted ten months before she fled back to LaPorte Michigan where her father works as a harness maker.
