Military authorities investigate cases involving I W W members at Spokane with two men released after initial questioning. Authorities pursued leads tied to local labor activities and suspected subversive plots.
Spokane, Aug 21. Two I W W members arrested Sunday were released after Maj. Clement Wilkins’s inquiry. one man was not a member, the other is I W W. James Rowan faces possible military detention for alleged conspiracy to aid the enemy. Habeas corpus petitions fail for now, as investigation continues. No general strike order confirmed. some workers strike for higher wages in Idaho.
Missoula reports a referendum on James Rowan's orders for a general IWW strike in Montana Idaho Washington and Oregon will delay action for at least two weeks. Arthur Smith IWW secretary notes construction workers must stay at work until the referendum. Agricultural workers are not affected.

Sioux Falls Aug 21 Fifteen Germans were arrested at Trilpy Hutchinson county by federal officers for alleged espionage act violations. They were taken to Yankton for a preliminary hearing before U S Commissioner E T White. Earlier Aug 14 15 additional Germans socialist suspects were seized for signing and circulating a draft referendum petition and pressuring county officials as part of a larger German settlements propaganda effort amid the war.
A large crowd greeted the Belgian war mission in New York as 350 marines and sailors saluted them at the Battery. Mayor Mitchel led the reception, praising Belgium’s suffering and vowing to resist German autocracy. Baron Moncheur stated the mission would fight to defend honor as they toured to city hall and Washington Square.
Washington reports fierce senate debate on the $2.906 billion War tax bill with supporters and opponents split over raising levies on war profits and incomes.
