Intricate problems confront the powers as Allies face the existence of the Chinese Empire. The question involves whether there is any government with which to deal and decisions must be made on that basis.
The Washington cabinet session considered Li Hung Chang's request to appoint a peace commissioner to halt hostilities in China. Officials framed the Chinese government as headless, with the emperor and empress dowager holding power, while the United States planned cautious steps and kept troops on the ground to preserve order.
The cabinet met with four members present and rejected Li Hung Chang’s plea for Minister Conger or another commissioner to negotiate an end to hostilities. The president warned that a chaotic Pekin government cannot guarantee protection or treaty obligations. The United States will not withdraw troops until a stable government is established with real guarantees.
The US and British legations in Pekin faced a furious Chinese assault as Japanese forces attacked the north wall. Four thousand civilians reportedly died in the siege. casualties included 65 Chinese dead and 160 wounded, with several Americans and Russians wounded and planned attacks tomorrow.
Exhausted troops slept in rain drenched fields while multinational forces led by British, American, French, Russian and Japanese units pressed a heavy assault. By dawn Japanese attacked northern city sectors while Americans and British faced street fighting inside with Reilly’s battery and KE, 14th United States Infantry climbers, reaching the outer wall. The transport Stephens also departed Manila for Taku with 2% wagons and teams for the quartermasters department in China.

American refusal to deal with Li Hung Chang gains unanimous approval in morning papers. Admiral Seymour defends relief efforts and praises Allied troops, noting American valor alongside German and French forces.
The transport Sherman departed San Francisco at noon for Nagasaki carrying over 1,600 officers and men. The ship loaded battalions from the second fifth and eighth regiments plus general officers, surgeons, hospital and signal corps personnel bound for China.

W H Roberts a young farm hand was arrested by Deputy Sheriff J D Kennedy for firing at Mrs Durand after being refused permission to marry her daughter. This marks a second threat and a prior incident last month. Roberts will have a hearing before Judge Connelly and likely bound over to district court. He is described as dangerous and jealous over the daughter's marriage.
Chicago August 21 Western Passenger officials resumed talks on military rates and passed a resolution urging re establishment of normal tariff levels. The recommendation will be acted on at the Glenwood Springs Colorado meeting August 30 where officials will decide on the measure. Western lines are currently transporting soldiers to San Francisco at less than the cost of transportation.
Marcus Daly departed Paris for London this morning en route to New York. No report indicates serious illness or immediate danger.
Berlin reports Count vor Waldersee’s southward journey as a triumphal procession with enthusiastic ovations unseen since 1870-71. in Munich the greeting was especially warm with princes joining in. at farewells the field marshal warned delays may cause late arrival. London dispatch notes Bruce reports allied forces entering Pekin city on August 17.
Foreign officials report a telegram from Tientsin indicating the line has been cut. Allied positions are unclear as a large Chinese force moves onto the field amid widening hostilities.
News dispatches from London on August 21 describe continued telegrams about the movements of the Chinese imperial family. Reports from treaty ports reach European capitals through faithful transmission.
Dispatches indicate the allies reached the sacred city of Pekin on Friday while conflicting reports describe ongoing fighting there on Saturday. Military men warn that if the government is at Sianfu a prolonged campaign and a large expedition will be needed to seize bases of communications. Provincial capitals show southern mandarins remaining friendly since Pekin’s occupation. Some magistrates issued proclamations ordering citizens to attend to business and avoid sedition.
Field Marshal Count von Waldersee arrives in Rome as commander of allied forces in China. He will breakfast with King Victor Emmanuel and Foreign Minister Visconti Venosta the next morning.
About 5,000 Chinese troops reported at Sungluching left today for Peitsang and 2,000 more troops moved toward Tungchow as military activity resumes in the Tientsin area.

New York reports a Montreal letter signer “Rossi” claims a Canadian financier offered Bob Fitzsimmons 100000 to throw his bout with Sharkey. Fitzsimmons calls the sum money proof and recalls a previous 75000 offer to throw a Corbett fight, which he rejected in favor of victory.
Special session of county commissioners canvassed the county free high school vote 207 for 258 against. Flint Creek Valley residents near Stone Station opposed. Philipsburg area favored. City council set six mill tax to raise about $3,200 for the city.

Lincoln Nebraska Aug 21 Bryan spoke to Saunders county residents in Wahoo urging Republicans to vote the Democratic ticket. He argued on old and new issues including silver and the money question condemning trusts and imperial policy and criticizing McKinley era foreign actions. He warned of a hidden power shaping policy and urged loyalty to principles over party.
