Boston August 17 The Grand Army of the Republic encampment opened with 1400 delegates. President Roosevelt apologized for not attending as letters praised the acquisition of the Philippines under the American flag. Pension figures were presented showing 47373 new pensioners and 43306 dropped, total cost 144,942,937 dollars. Officers will be elected and next encampment set. The National Women's Relief Corps elected Mrs. Fannie Minot president. The encampment urged exemption from a proposed retirement age of 70 for federal workers.
