Washington reports the embargo on shipment of munitions to Mexico is restored following Carranza's note. US forces concentrate near Vera Cruz and Tampico as tensions rise. President Wilson warns Carranza and prepares to outline actions while Congress debates war appropriations and troop movements.

Washington April 23 three regiments of infantry at and the artillery at Fort Riley Kansas were ordered tonight to report to Brigadier General Bliss for service along the Mexican border. Secretary Garrison says the department has received many telegrams from border towns showing apprehension and to ease tension additional troops are offered to General Bliss to use as he sees fit. Three regiments of infantry at the Presidio of San Francisco will report to General Bliss, with some artillery from Port Ryey. A brigade of infantry and some artillery will be dispatched from One hundredstone Vera Crax to cooperate with the navy there.
In El Paso on April 23 General Villa meets with special agent Carothers and expresses that he does not fear war with the United States. He claims no consultation in Carranza note discussions and seeks to show friendliness while maneuvering abroad. Villa arrives with a small escort and discusses foreign relations and cotton shipments amid border tensions.
San Francisco April 23. The brigades officers and staff of the Mighty brigade entrained for duty along the border. The brigade comprises infantry units commanded by Col. George T. Bell and Col. Richard Brittwh with detachments from the Coast artillery. They will report to southern department headquarters to protect the supply lines and nearby San Diego and surrounding cities as Mexican federal forces threaten the area.
Washington April 3 three more sailors were killed and two wounded in the Vera Cruz battle, raising total fatalities in the day’s combat. The men named were Dank seaman, Rothlchstein ordinary seaman, and Fisher ordnance seaman. Admiral Badger reported the Minnesota Michigan and Bowes Battalions landed at Veracruz andassed forces ashore.

The brigade is expected to sail late tomorrow and begin boarding at daybreak. First troops are expected to arrive at their destination by stinger tomorrow.
