In Honolulu on March 81 a territorial house resolution petitioned Congress to sanction beer at 41½ percent and wine at 13 percent in Hawaii. The measure argued residents had no chance to express views on prohibition and noted drunkenness had risen since enforcement began. John V. Kramer, federal prohibition commissioner, cited dealer excess and called his letter to Senator Capper honest news on prohibition.
