A State Board of Control move to establish a second hospital for inebriates. A new ward will open at Cherokee on October 10 to house increasing inmate numbers, addressing growing demands for humane treatment.
Senator Dolliver delivered the principal address at a Chicago mass meeting under the National Republican League. He framed the so called Iowa idea as the mature judgment of a long serving Republican leader, defending Senator Allison as sponsor not an incendiary figure.
