The United States and Spain are at war after Congress passed and President McKinley signed the declaration. The Navy and Hull Army reorganization bills advance, with changes in State and War departments and new appointments for prize law and military leadership.
The department was informed that John Logan, son of the late Senator Logan, has raised a cavalry regiment and offers it to the government under his own command. Officials hope the unit can be accepted as part of Illinois’ eligible draft quota.
The United States cruiser Columbia passed Fort Adams at 11 a.m. and headed into Newport on April 25.
Washington April 22 The State Department disclosed the ultimatum to Spain delivered April 20 to Minister Polo and a copy of the Cuban pacification resolution. Spain severed diplomatic relations with the United States. Woodford reported Spain’s break, and Washington warned of action if no satisfactory reply by noon April 23. Sherman Washington reported the Spanish minister said all communications ceased and passports were requested.
George Andrews, long time deputy warden at Anamosa state penitentiary, asks Governor Shaw to allow recruiting 100 convicts to form a parolees led company. Andrews, an old soldier, says he can select 100 of the best fighters if released on parole.
Beverly, managing editor of Statesman-Press, Marshalltown, killed himself in his office building yesterday by shooting through the head. Despondency and ill health are given as causes. He started the Press here two years ago and had previously edited the What Cheer Patriot and Jefferson Souvenir, among other papers, and once served as Iowa senate clerk.
Warren Beckwith of Mount Pleasant the son in law of Robert T Lincoln of Chicago passed the army enlistment exam by Examin ing Physician Barnes in Creston Iowa. He has six years of military service and is a war enthusiast. Beckwith at present works as a clerk in Burlington offices at Creston and created a sensation months ago by eloping with Lincoln s daughter.
Waterloo Iowa April 22 The convention of the Women s Baptist Foreign Missionary society of the west came to a close after a two day session held here concluding with closing services and a plan to continue work in mission outreach.
On April 25 the Detroit captured the large Spanish merchantman Catalina bound from New Orleans to Cadiz with cotton, oil and staves. Carlton Ensign Chistry and Naval Cadet Jones aided the prize as the fleet pressed Havana while the torpedo boat Porter and others seized small schooners and rum from the Wilmington and Porter.
The gunboat Helena captured the Spanish steamer Miguel Jover, bound from New Orleans to Barcelona via Havana. Prize cargo includes cotton and staves valued at about 150000 dollars with a total value around 400000 dollars. The prize crew was placed aboard by Ensign McClellan and a port delivery followed. Captain Munson, now active as fleet pilot, arrived to assist. The Miguel Jover, built in Newcastle in 1877, is 2054 tons net, owned by Empresa Trans-Atlantic Barcelonan interests.
Havana learned on April 25 that the United States warned of an imminent bombardment. British Consul Gullin received the notice from his government as editors fought censorship. City residents flooded streets with alarm while officials sought to keep the danger quiet.
Women fill Havana streets as nearly all appear on the verge of hysteria. The government works hard to quell the mounting excitement and unrest across the city.
London reports no news by midnight on April 25 about the Paris liner and whether it has escaped a Spanish warship. The absence of information from Southampton leaves the public awaiting confirmation of the vessel's safety.

Prize law requires district court supervision, prize commissioners, and libels by U.S. attorney. Net proceeds favor captors for superior or equal force. half to U.S. and captors when inferior. appeals to the Supreme Court above $2,000.

George A. Smith, arrested in Chambersburg Pa, pleaded guilty in district court in Boone Iowa and received a one year sentence from Judge Hindman.
The family of the late Senator Wilson of Fairfield presented Washincrox the city’s public library with over 6,000 volumes, largely public documents.
Cedar Rapids Iowa April 25 N M Hubbard Jr son of Judge Hubbard veteran solicitor for the Chicago and Northwestern in Iowa and former Annapolis student left last night for Washington to accept a navy commission.
Buetratos Ia April 22 D 8 Forney aged 90 the oldest doctor in the United States died this morning. He was the first graduate from the first medical college founded in America at Baltimore. He leaves many prominent relatives.
Iowa State Amateur Rowing association officials met in Cepar Raptos Ia to set the annual regatta for July 26 at Ottumwa The program includes junior and senior singles doubles and fours events with competitions planned for all divisions.
Des Moines city council approved a resolution granting all city employees who enter U S service 60 days pay from enlistment. Upon honorable discharge and return they are to be reinstated to their former positions.
A W Brown, former banker of Modale, Iowa, shot himself in the heart in Towa Bankers case in Missouri Valley. After paralysis nine months, he feared a second stroke and had five prior suicide attempts blocked at each effort. He leaves a wife.
President McKinley issues a proclamation to raise 125000 volunteers to serve two years in the war effort. The troops are to be apportioned among states territories and the District of Columbia with details to follow through the War Department. It is noted the volunteer army may concentrate at Chickamauga.
Des Moines April 26 Captain sent order for immediate concentration of Iowa national guard units at Camp McKinley state fair grounds. Three infantry regiments and two light artillery batteries to muster for U.S. service. guards to assemble today and be ready to move within a week.
Governor Holcomb received official notice from the war department that Nebraska will furnish 24 infantry companies, each up to 65 men, to meet the state quota. Lincoln’s two companies began preparing camp sites at Alvin Saunders Camp on the old state fair grounds east of Lincoln.
The governor received a telegram from the secretary of war requesting five troops of cavalry as part of the volunteers. North Dakota will supply five cavalry troops at once, using militia infantrymen first, while the state militia is currently one infantry regiment.
Governor Stephens will not issue troop orders until a detailed Washington call arrives. He wired the secretary of war seeking use of Jefferson Barracks in St. Louis for mobilization, asking for company and regiment strengths. He estimated five to six thousand troops ready in St. Louis within ten days.
