Speech by Mr Wyyam Allen on land proceeds distribution
In the Senate on January 25 1841 Mr Wyyam Allen of Ohio denounces a Massachusetts Senator Webster and warns against distributing public land proceeds to the states. He argues Congress cannot fund such distribution from land revenues without overstepping the Constitution and warns that unlimited taxation empowers a despotic government.
