General MacArthur abolished the imperial government’s control over media and communications in Japan. He ordered a resumption of forbidden editions while stripping the home ministry of enforcement power, and vowed closer scrutiny of imperial assets as Japan faces winter shortages.
Weather conditions across the Plains eased drought concerns as heavy rains soaked North Panhandle and South Plains. Rain totals reached up to 8 inches in one hour south of Perryton, boosting crops and pastures while some crop damage occurred in isolated areas. Several towns logged multiple inch totals, helping fall and winter crop prospects amid continued labor unrest and broader economic news.
A man from Waltham Massachusetts, Fred J. Casey, 34, was killed and his nine year old son Melvin was seriously injured when their car halted on Highway 66 near Adrian, and an Oldsmobile driven by Michael F. Garofalo struck. Casey was repairing a flat between his Packard and a trailer when struck. His wife Loretta and two other children were uninjured. The wreck left water filled ditches and fields. the body to Amarillo, and funeral plans set for Waltham.
Four people were treated at St. Anthony's Hospital after a head on crash four miles west of Canyon. David P. Eader and wife of Indianapolis along with Pete Encinas and Zulma Encinas of Hereford sustained multiple injuries non life threatening. The Encinas were overtaking another vehicle when the collision occurred. The Eaders were en route home to Indianapolis with two children unharmed.
Geneva Barker 17 was taken into custody after she shot her father Thomas Barker with a .22 rifle at the family home in Amarillo. Judge E O Northcutt found her delinquent and suspended judgment, paroling her to her mother Mrs Minnie Barker under court jurisdiction.
Geneva Northcutt appeared with her mother in a brief session before Judge Northcutt. The hearing began around 10:30 and ended shortly after 11. Geneva plans to re-enter high school after completing the prior year.

Rear Admiral Blandy, on the Earthquake Relief Mission, says American bombing on the Japanese mainland caused more destruction than the 1923 Tokyo Yokohama earthquake. Blandy viewed Tokyo in ruins for a second time while en route to Washington for duty with Admiral King, commander in chief of U S Naval Forces.

He noted thousands of buildings thought intact in photos were gutted by fire when forces landed during initial reconnaissance. Blandy, a 36 year naval veteran and former Annapolis cadet, led Task Forces that preceded Iwo Jima landings.

Congress had ordered the 60 minute shift on January 20 1942 to boost daylight for war production and conserve power fuel.
