Texas Tech sees fall minority enrollments drop after Hopwood ruling

Texas Tech University reports fewer minority first year students this fall with black enrollments at its law and medical schools down sharply. Two black law students, none in the medical school, and Hispanics down from 23 to 17 at the law school, plus other shifts. Group renovates to save North Amarillo homes

A North Amarillo neighborhood group, the North Amarillo Community Association, formed two years ago to save houses from demolition and preserve the area's integrity. Now focused on affordable housing, the nonprofit is finalizing its first renovated home at 1307 N.W. 13th Ave, in the Heights area north of Amarillo Boulevard and west of U.S. 287.

Escapee with prior crimes aided by jail work program escape

Michael Ray Kennedy 24, released on a Randall County Jail work detail, persuaded a guard to allow his 18 year old wife to visit. a week later Kennedy and an accomplice escaped with two other inmates. The jail was overcrowded and court records show Kennedy had returned to prison after a failed relapse program. The school district fired Winston Short for permitting visits. authorities say no charges will be filed. The escape occurred during a grass mowing break at Randall High School.

Tax credits endangered by AMT in GOP bill analysis

Democratic staff warn that the proposed tax cuts for children and college tuition may be largely erased by the alternative minimum tax. They estimate at least 2 million middle income taxpayers could lose some or all of the credits by 2002, as AMT thresholds fail to keep pace with inflation.
