Britain plans to close land garrisons on the Asian mainland by 1975 76 including Malaysia and Singapore while not retreating from the east of Suez. The Wilson government will still protect friendly states into the late 1970s using new air support rather than large land forces.
A government white paper due Tuesday states that by 1971 72 British forces in the vast east of Suez region will be reduced to about 20 000 to 25 000 men, roughly half the current level.
Across the nation on Sunday work stoppages began in railroad yards after the machinists union pledge to Congress expired at midnight. Santa Fe yards in Kansas City Amarillo and Grand Rapids suspended operations while 100 to 150 union workers walked off. Six other unions honored the picket lines as Topeka Little Rock and Omaha actions were reported idling hundreds of workers.
The Johnson administration shifts its case for a tax surcharge up to 10 percent, citing Vietnam costs and rising deficits. Early proposals favored 6 percent, with economists noting mixed signs on the economy as the Commerce Department prepares GNP data.
A Santa Fe spokesman said pickets were set up around midnight near the yard office and on Grand at 4th and 5th Streets. The protesters carried signs aligned with AFL-CIO Railroad Shop Crafts, with details continued on page two.

U S jet bombers attacked North Vietnam after the Da Nang rocket attack. Hanoi claimed two planes downed, but Saigon confirmed no loss. Ground battles near Da Nang continued as B52s hit Saigon area and Central Highlands. The Da Nang base resumed operations within nine hours.
Sylvia Hit chcock of Miami won Miss Universe 1967 at age 21, a University of Alabama student and Miss U S A. The runner ups were Miss Venezuela Mariela Perez Branger Miss England Jennifer Lewis Miss Finland Ritva Lehto and Miss Israel Batya Kabiri. Master of ceremonies Bob Barker announced the top five in reverse order.
The sun has shone over Amarillo for 192 of the last 196 days this year. Forecasters expect clear to partly cloudy skies with widely scattered thunderstorms late in the day. Highs are projected in the low 90s.

Amarillo records its third serious traffic crash in three days as 26 year old Mike John Meyer of 3415 Hayden is rushed to Northwest Texas Hospital with head, elbow and leg abrasions after attempting to pass a car on I 40 near Washington Street. He remains in serious condition. Earlier, 16 year old Billy Ray Plunkett of 1612 West 48th is in critical condition after a car struck him on Western at the Canyon Expressway underpass. Another Amarillo teen, Billy Bob Bearden of 4241 West Third, died Friday from injuries in a truck motorcycle collision Thursday.
