Texas prepares for a broad tax shift as about 90 000 new collectors join the system by Sept. 1 under Comptroller Robert S. Calvert. The state projects 93 million dollars in new taxes with rapid implementation ahead of deadlines.
President Eisenhower will visit Queen Elizabeth II at Balmoral Castle in Scotland during a European trip that also includes Chequers in England and a stop in Bonn and Paris. He plans to meet Nikita Khrushchev and will depart August 26 for Europe.
Rumors of a planned 10 to 12 story office building at the northwest corner of Fourth Avenue and Polk Street were confirmed by Chris Wick. He said Jack Vaughn and Richard Reeves acquired the 120 by 130 foot site and would begin with two or three stories covering the full area, with upper floors forming a tower.

Two inmates from Carson County jail escaped by lowering from a fourth story window using a blanket rope. Jerry Wayne Huff was captured about 15 minutes later near an out building five blocks from the courthouse. James Ralph Clark remained at large late this afternoon as multiple law enforcement units joined searches and roadblocks.
Soviet Premier Nikita Khrushchev will skip Texas on his U S itinerary. The schedule now shows visits to New York Washington San Francisco Chicago Detroit and Pittsburgh with midwestern farm areas to be included. The itinerary remains subject to change but no major revisions are expected.

An Owl named Alfred deserts a Baltimore Gas and Electric storage tank roost and flies to a Marshall Street roof. The story portrays a city Owl seeking new adventures beyond his utility-grounds perch.
Alfred the owl, employed by a gas and electric company, is kidnapped by Edward Gleason but later recovered. He is booked at the City Zoo before officials learn he is a working owl. Alfred is returned to the utility grounds where his service resumes under Mrs. Owl’s wary approval.
