Two petitions will be presented to Randall County Commissioners at 1:30 Monday. One asks for an election on a 350000 dollar right of way bond for a highway loop around Amarillo and the Washington Street railway overpass. The other requests no action on Canyon Chamber of Commerce plans to remove the courthouse lawn for parking, which would require removing Founder's Monument and Randall County War Memorial.
Texas Democrats are divided on the Kennedy Johnson ticket with moderates clinging to Johnson while right wing critics attack the pairing. Dallas insurer Carr P Collins Sr backs anti Kennedy sentiment predicting Nixon victory and warns against injecting religion into the race. Gerald C Mann refutes Catholicism as a political obstacle and supports the ticket. Kennedy maintains Catholic status won t affect policy.
A Soviet lawyer said U2 pilot Francis Gary Powers cannot appeal a Moscow espionage sentence but may seek a pardon from the Supreme Soviet. Powers faces trial in Moscow after being shot down on May 1 and will have a defense counsel and rights to contest the indictment.

Floyd E. Dominy, head of the U S Bureau of Reclamation, said a pre October vote for city elections could trigger initial funding for the Canadian River project. A 50 year federal loan of about 100 million would back contracts, with construction only after signed repayment agreements.
Washington UPI reports the Senate Finance Committee backed sweeping Social Security changes. It would let men claim retirement benefits at 62 instead of 65 and raise the annual earnings limit from 1200 to 1800 dollars. The panel rejected extending medical care for the aged, proposing a compromise closer to the House plan with voluntary early retirement and no tax hikes. About 1.8 million men aged 62 to 65 would become eligible immediately if enacted.
The United States ordered Soviet Ambassador Mikhail Menshikov to expel diplomat Valentin I. Ivanov after accusing him of paying an American citizen to obtain a U S government job. The case underscores worsening U S Soviet relations with added expulsions amid espionage claims.
Mrs. Lillian Fratantonio a 25 year old mother of five admitted she fed her two daughters barbiturates to induce slumber. Detectives quoted her as saying she administered the drug sometimes in liquid form or as pills to calm the children including three year old Bert Radiathe who she said was too peppy.
Echo I satellite records new firsts in long distance communications. Bell Labs and JPL announced first simultaneous transcontinental message relay and first coast to coast live telephone conversation via a 100 foot reflector satellite. Collins Radio linked with Alpha Corp using Echo for first north south exchange. NASA lists orbit at about 945 to 1,049 miles with 118 minute period.
Texas League results include Amarillo 9 Pozo Rico 6 and Victoria 12 Puebla 2 called in the 8th. Mexico City Tigers 7 Rio Grand Valley, San Antonio at Monterrey, Veracruz 0 called in 9 innings curfew. National League games show Philadelphia 7 Chicago 4 and St. Louis 6 Cincinnati 4. American League notes list Chicago 8 Kansas City 3 and Baltimore 8 Boston 7 with other scores.
