Life Magazine reported that Governor Dewey knew the full Pearl Harbor story during the 1944 campaign and could have altered the outcome, if not for General Marshall’s request to keep Ultra code secrets. Marshall reportedly advised Dewey that Japan still used the coded message. The Life account cites early awareness of Japan’s moves before Pearl Harbor and Roosevelt administration knowledge.

He also issued a 14 point code for censorship guiding the Japanese press and radio to report only truthful information and avoid public unrest. Cabinet met to discuss food shortages and civilian repatriation from Manchuria and Korea. Former Premier Suzuki reportedly escaped a band of armed Japanese soldiers on August 15 amid surrender turmoil. Doihara, once called Lawrence of Manchuria, was criticized for a past record seen as doubtful by Americans. MacArthur said Doihara pledged cooperation and was courteous.
