Cause of Blackouts for Pilots

Oxygen inhalation at high altitude was identified as a cause of blackouts in aviators. Drs. Carl F. Schmidt and Julius H. Comroe of the University of Pennsylvania told the National Academy of Sciences closing meeting that rapid oxygen intake can abruptly suppress breathing, alongside carbon dioxide driven breathing controls, posing danger during anesthesia or high altitude flights.

Texas Revenue Exceeds Costs in Latest Year

Comptroller George H. Sheppard reported a net surplus of about 21 million dollars as receipts reached 187,400,854 while expenditures stood at 165,717,612 for the fiscal year ending August 21, 1940. Treasury balances rose to 69,094,507 from 53,797,080, aided by unemployment compensation deposits. Ad valorem tax revenue climbed to 22,275,576 and education spending rose to 58,579,342 while public welfare pensions fell to 29,460,943.
