Congressional leaders nearly abandon a final vote on reducing the draft age from 20 to 18 as House members prepare to return from campaigns. Mississippi Representative Rankin blocks uninstructed conferees while Texas Republican Thomason warns a roll call may be needed. Rankin later withdraws a motion to force retention of the Senate amendment.
Major General Lewis B. Hershey, director of selective service, recommended tighter control of crop planting, abolition of voluntary armed forces recruiting, and stricter curbs on non essential industries to address the manpower shortage.
Maj. Gen. Hershey testified before the Senate military committee that manpower resources are not yet fully used but deferments follow McNutt directives. He said the selective service allocates manpower to armed forces and civilian war work, with the Army setting age standards and the average inductee age around 27 or 28. He urged the draft boards be instructed by the agency.
The Senate judiciary committee advanced a bill to outlaw poll taxes as a voting prerequisite in federal elections by a 13 to 5 vote. The House has already passed similar legislation.

They also bombed White Cloud air field near Canton and fought off 18 Japanese planes with ten shot down. No American losses reported and Japanese pilots suffered multiple losses near Mengzi.
A Washington bus with 16 passengers drove into Rock Creek Park last night and became hopelessly lost. After a half hour the driver admitted the confusion and the group, unaware of their location, eventually found their way back to the correct route exiting the park.
A Tass dispatch from Geneva reported King Vittorio Emanuele and Queen Elena traveled to Genoa last Friday at the urging of the Fascist government after Rome received reports of panic among residents and authorities caused by the first destructive British air raid there Thursday night.
