Washington reports President Roosevelt used the National Industrial Recovery Act to authorize penalties for violations of codes and agreements. Administrator Hugh S. Johnson issued five regulations to enforce the Blue Eagle display and prescribes fines or up to six months in jail for violations.
Oklahoma Governor W H Murray declares a war to the finish against Charles Pretty Boy Floyd. He says Floyd spurned a life sentence trade and notes Floyd was shot in a machine gun battle at Coalgate. A $1000 reward remains. officials say Floyd is still at large in the hills.

Highway work on three relief projects out of Amarillo will resume Thursday after a weeklong halt caused by a relief commission ruling limiting pay. Julius Dorenfield said up to 120 trucks can report, with 615 jobs total on the three projects including Highway 5 north, Amarillo Canyon road, and Highway 33. Washington officials and Congressman Marvin Jones seek a new ruling to sustain extended hiring and prevent future shutdowns.
Senate investigators, led by Ferdinand Pecora, reveal that Chase Securities Corp set aside 120 million dollars from reserves, about 77 percent of total capital and earnings, to cover losses. Total capital and earnings since 1917 reached 156.453 million with 21.908 million in dividends and 120.138 million reserved for losses and write downs. Roy Lawrence, track supervisor for the Fort Worth and Denver railroad, is hospitalized with head lacerations and a semi conscious state after a motor inspection car was struck by an automobile at Hayden Street crossing at 8 45 this morning. Driver Cleo Byrd an 18 year old and three other youths were uninjured. Lawrence was on a daily inspection trip to Texline when the accident occurred.

In 108th District Court at noon, a damage suit filed by John Wadee Chastain against Deputy Constable W M Roberts Justice B R Clark and Clark's bonding company Fidelity Guaranty Company moved to the jury. The suit seeks 2000.31 dollars for false imprisonment after Chastain, who has speech and gait impairments, was jailed briefly on a drunkenness charge later dismissed.
Robert Browning a 45 year old bachelor was found after his skull was crushed his house set on fire and his hands and feet bound with barbed wire. Police believe attackers planned to feed him to hogs he died while being taken to a hospital.
The state Court of Criminal Appeals affirmed murder convictions in two deaths claimed to be accidents. Cal B. Yarbrough and Charlie Langford received 25 and 99 years respectively for deaths involving a foster daughter and a father. A new trial was ordered on two other cases.
Washington sources report the cabinet has reached an advanced stage in discussing recognition of Russia and building strong trade relations with the Soviet Union. The United Press indicated the debate was nearing decisive points as officials weigh policy directions.
