United States Britain China and Russia present a detailed plan to convert the wartime United Nations into a permanent peace organization backed by armed forces. The plan envisions a general assembly a 11 nation security council with big four plus France a economic and social council and an international court of justice. Germans Head Out of Athens

German forces were reported preparing to evacuate Athens as British troops neared the Isthmus of Corinth. London reports a 2000 aircraft Allied armada plunges into Germany with 1100 bombers and Liberators aided by 96 fighters from the Eighth and Ninth Air Forces. Two Mile Advance Near Bologna Reported

American troops push nearly two miles closer to Bologna along the main road in bad weather between Castellari and Barb arolo, within about 10 miles of the Po Valley hub as Germans reinforce Bologna and Imola. Amarillo Council Tables Sewer Rental Ordinance

At a special city commission meeting in Amarillo the second reading of a proposed sewer rental ordinance was postponed indefinitely. The budget was amended, signaling no near-term consideration of the 50 cent monthly charge. Mayor Jenkins noted anticipated $60,000 in income from the measure and a budget amendment needed to offset it. Commissioner Epperson cited citizen understanding as a reason for postponement. Other items included reallocating funds from general to water and sewer budgets and reducing U S Defense Bonds purchases from 75,000 to 15,000.
