Roosevelt asks Congress for five billion defense boost

President Roosevelt urged Congress to authorize defense spending near 5 billion dollars and to grant authority to call National Guard units and reserves into active service to guard neutrality and national defense. He warned that any continent could be drawn into a worldwide war and outlined a costly program likely around 1.25 billion. The plan would allocate roughly 700 million to the army, 300 million to the navy, and 250 million to train nearly a million youths in mechanized war skills.
