Pedestrian and accident mapping proposal features

The report advocates a day night pedestrian accident map with two pin types and a fatal accident map showing long term death spots. It calls for detailed motor vehicle accident records by location via an accident location file and quarterly and annual breakdowns to inform a selective enforcement program targeting places times and causes of accidents.

Allocation Rules for Traffic Enforcement

The text outlines a simple distribution method: allocate enforcement effort in proportion to where accidents occur. If a region accounts for a certain percent of accidents, assign the same percent of effort to it. For time windows such as noon to 4 pm, allocate a corresponding percent. If drunken driving causes 30 percent of accidents, devote 30 percent of effort to that problem.
