President Truman turned the rail wage dispute over to his chief assistant John R. Steelman for renewed conferences. Steelman was expected to summon railroad representatives and the three brotherhoods to Washington to press fresh talks.
Marshall warned against breaking UN relations with Soviet Russia and argued veto limits. Rep James P Richards pressed whether vetoeria should restrict aggression matters. Marshall favored removing veto on peaceful settlements but said veto remains for national protection in threats to peace.

UN named Arab and Jewish leaders and British officials were at the conference seeking a lasting arrangement before the British Mandate ends at midnight May.
Kathleen Nash Durant, former WAC captain, ordered returned to prison after eight months free for involvement in the $1,500 Hesse crown jewels theft. The Fourth U.S. Circuit Court of Appeals dismissed her habeas corpus writ granting freedom on Sept. 16. Durant and husband Col. Jack Durant were convicted by an Army court martial in Germany and Washington in August 1946.
President Truman announced that a $522 million stop-gap foreign aid program gives the European Recovery Program a sound start. He spoke in his first report to Congress on ERP, noting the interim measure protected ERP from irreparable jeopardy. The address underscored the necessity of swift congressional action for European aid.

Senate and House Armed Services Committees clash over manpower and draft plans with the Senate proposing training 161000 18 year olds and drafting 19 to 25. House opposing combining training with draft and approving a straight draft. Senate to act on its appropriation bill next.
U S Administrator Paul G Hoffman announced authorization of 33 5 million dollars to buy Canadian wheat flour and bacon for the United Kingdom. The move came as Britain and four other nations signed letters of intent to join the recovery program Belgium Iceland Ireland and China are among the signatories. Mayor Lawrence Hagg reports improved chances for federal action on two dams on the Canadian River near Amarillo. Congressman Gene Worley met with Interior Secretary Julius Krug and Bureau of Reclamation Commissioner Michael Straus, who tentatively approved a feasibility survey. Spence, state water engineers chair, may set a water meeting in Amarillo with Canadian River officials.
