Washington May 5 The House Ways and Means Committee began studying diverting part of corporate taxes into a nest egg fund to be returned after the war. Randolph Paul proposed withholding 10 percent of excess profits until postwar when it would be non taxable gains. Some favor 20 percent with postwar income taxable. Officials noted the plan could cut the current 94 percent excess profits tax rate or alter it. The panel also discussed surtax increases, capital stock tax, and declared value rules for earnings beyond 10 percent.
