Frank Hobgood, director of the Amarillo area rent office, outlines five rules for landlords: register units within 30 days, report service changes in writing and not raise rents beyond the stated maximum without written approval, show and sign registration and tenancy change forms, issue written notices for possession with copies to the rent office within 24 hours, and avoid collecting more than one month’s rent in advance or a security deposit without written authorization. Tenants must view the landlord’s registration copy, pay no more than the maximum, and obtain receipts. both sides can expect prompt responses from the office as it joins a mail-handling campaign.
