E L Doheny, California oil magnate, is accused of offering a $100000 bribe to former interior secretary Albert B Fall to secure oil leases at Elk Hills in Kern County. William C McDuffie, receiver for Pan American Petroleum, filed the suit for stockholders. Pan American was ordered to pay the government 9,277,666 for the alleged Doheny Fall conspiracy.
Austin March 22 The Senate engrossed a proposed constitutional amendment to curb state taxes and spending The plan caps total state revenues from taxes licenses permits and fees at 20 per capita per biennium and limits biennial expenditures to 20 per capita Senator Walter Woodward of Coleman sponsored the measure noting last two years saw 25 50 per capita in revenues The amendment would also bar any carryover surplus from one biennium being spent in the next two years

Nearly 30 counties' eligible voters rise with exemptions as April 4 mayor and commissioners election nears.
